All recruitment process going on for 11000 posts of JSSC in Jharkhand and appointments in FSL canceled
General category candidates who have passed matriculation from outside Jharkhand will also have to be included in the recruitment process.

The Jharkhand High Court has quashed the 'Jharkhand Staff Selection Commission Graduate Level Examination Conduct Amendment Rules 2021' terming it unconstitutional. Said that this manual is in violation of the provisions of Article-14 and 16 of the Indian Constitution. This rule of the government does not meet the constitutional provisions, hence it is repealed. Along with this, all the appointments made by this manual and the ongoing appointment process are also cancelled. The court ordered the commission to start the recruitment process afresh. The division bench of Chief Justice Dr. Ravi Ranjan and Justice Sujit Narayan Prasad gave the said decision on Friday. It is noteworthy that under this rule, a provision was made that it would be mandatory for general category candidates to have matriculation and intermediate pass from Jharkhand itself to participate in any recruitment process.
Earlier, the bench had reserved its decision on September 7, 2022 after the completion of the hearing in the case. The bench also noted that the interim order passed during the earlier hearing would be affected by the rectification before the final decision on the writ petitions. Therefore, if the appointment process under this rule is done by the court, then that final order cancels the appointment process as well. With the cancellation of the rules, now the general category candidates who have matriculation intermediate education from institutions outside the state of Jharkhand will also be able to participate in the appointment process of JSSC. The applicants had said that this was a violation of the fundamental rights, on behalf of the applicants, former Advocate General and Senior Advocate Ajit Kumar, Advocate Aparajita Bhardwaj, Advocate Kumar Harsh told the Bench that many provisions of the JSSC Rules are unconstitutional. It violates their fundamental rights.
The government had amended the rules
The State Government had implemented the Jharkhand Staff Selection Commission Graduate Level Examination Conduct Amendment Rules 2021 through Gazette Notification No-3849/ dated 10.8.2021. In this amended rule, it was said that it will be mandatory for the general category candidates to pass matriculation and inter from a recognized educational institution of Jharkhand and it will be mandatory for the candidate to have knowledge of local customs, language and environment, but the reservation policy of the state of Jharkhand This provision was relaxed in the case of well qualified candidates. In the manual, Hindi and English were excluded from the list of languages and Urdu was included in the list of regional and tribal languages.
Commission withdrew the exam calendar
The Jharkhand Staff Selection Commission has withdrawn the calendar issued regarding the conduct of the examination. A letter in this regard was issued by the Commission on Friday. In the letter issued by the commission, it has been said that the possible dates of the upcoming various competitive exams were announced by the commission through the examination calendar. The said examination is canceled due to unavoidable reasons.
Due to the decision, the recruitment process for 11000 posts and the appointments in FSL were canceled
The process of about 15 appointments was going on under the rules left by the Jharkhand Staff Selection Commission. The examination for two had been conducted, while the process for 1.3 was underway. The dates of some exams were announced. Under the Jharkhand Scientific Assistant Competitive Examination-2021, Scientific Assistants have been appointed on 63 posts in FSL. The process of selection for 11,018 posts under other 13 recruitment processes is going on at various levels. By the order of the High Court, all these appointments and the appointment process have now been cancelled. Recently, nurses and attendants have also been appointed in RIMS, but these appointments were not made under this rule. Therefore, this order will have no effect on them.

Chief Minister said: If needed, will go to the Supreme Court
During the meeting of Khatiani Johar Yatra, Chief Minister Hemant Soren said that after getting information about the cancellation of the planning policy of 2021 from the High Court, we had made this law that whoever passes 10th and 12th from Jharkhand, they will be hired on priority basis. The Chief Minister said that the governor should take forward the matter of 1932 Khatian directly with love. So great, but not that simple. For this one has to run from here to Delhi. For the unemployed and youth of Jharkhand, we will fight a political as well as a legal battle. Will go to High Court and Supreme Court.
